PEG Inspectors: What to do

There is a good possibility that a management sponsored safety team will be coming to various stations inquiring about safety and health practices in your office, EVEN if they have been there previously. This is part of management’s Program Evaluation Guide (PEG) that APWU Industrial Relations Specialist Greg Bell has made clear IS NOT endorsed by the union.

The PEG Program is regarded as a contradiction to Article 14 of the National Agreement since this program specifies criteria for evaluating safety concerns and issues. The APWU contends that this is a responsibility of the Joint National Safety Committee and the Ergonomics Committee. The APWU also contends that the PEG Program could circumvent the responsibilities of the local safety and health committees. There is NO agreement between the USPS and the APWU regarding the PEG Program. The PEG Program is a unilateral action.

As such, it has been the position of the APWU NOT TO PARTICIPATE IN ANY EMPLOYER SPONSORED SURVEYS, and this applies to any survey or interview which may be conducted as the Program Evaluation Guide is utilized in various facilities. It is believed that any suggestions gleaned from these surveys and/or interviews could be presented before the local safety/health committee meetings. The consultant (A. D. Little) hired to perform these evaluations are to choose facilities at random in a "surprise" fashion. Each evaluation will take 2 – 3 days.

If they arrive at your office, please contact a steward so that he can accompany the consultant’s inspector, request copies of all documents and related materials that may be generated as a result of these inspections, and inform all members of the APWU’s position NOT to participate in USPS sponsored surveys. Also note when the inspectors arrived. They will be touring the facility, giving marks of "one" through "five," with a "five" being the best score on various items. It is an internal program evaluation of various elements that the USPS feels OSHA would concentrate on should OSHA wish to evaluate the USPS commitment to safety and health at any facility.
