Maintenance Craft Layoffs?

Recently there has been a lot of talk about reducing the size of the Postal Service, and more importantly, the Maintenance Craft.  Many concerned employees have been asking: "How will this affect me?"

Management must comply with the following steps, in the below listed order, when management determines that it is necessary to reduce the work hours in the Maintenance Craft.  Where do you "fit-in?"

Step 1: Management will minimize the amount of overtime work.

Step 2: Management shall solicit volunteers to terminate their employment with the Postal Service.  These employees shall receive a lump sum severance payment in the amount provided by Part 435 of the Employee and Labor Relations Manual, and, if eligible, will be given the early retirement benefits provided by the United States Code.

Step 3: Management shall allow employees to downgrade, or change crafts, if vacancies exist within the installation, or within the local commuting area.

Step 4: Management will then "lay off" employees, by juniority, which are not preference eligible veterans, and have less than six years of continuous service in their regular workforce.

Step 5: Management will then have a "reduction in force", by juniority, of preference eligible veterans that have less than six years of continuous service in their regular workforce.

Note: Employees that were employed in the regular workforce on 9-15-78 shall be protected against any involuntary layoff or force reduction.  

Employees that have completed six years of continuous service in the regular workforce shall also be protected against any involuntary layoff or force reduction.

It is the intent of Article 6, of the National Collective Bargaining Agreement, to provide security to each such employee during his or her work lifetime.
