Maintenance Selection System Open Season By Bill Pick, Maintenance Craft Director Prior to March 1, 2006, USPS Maintenance Management must post a notice on the bulletin boards, stating that there will be a Maintenance Selection System (MSS) open season during the month of March. It is open to all current maintenance craft employees. This provides those interested employees with an opportunity to upgrade. This process must be completed within 150 days from March 31st. The MSS open season occurs every three years beginning in 1997, and includes both MSS and non-MSS positions. Employees who have not previously applied and are currently not on a promotional eligibility register may apply for placement on one or more of the promotional eligibility registers for positions in their facility. Maintenance Craft employees who have previously applied for inclusion on a promotional eligibility register and have received an eligible or ineligible rating cannot use this open season to apply for inclusion or to enhance their position on the register. Those employees must use the update process outlined in Article 38 of the Collective Bargaining Agreement. Maintenance Craft employees who have previously applied for inclusion on a promotional eligibility register, but are noted to have abandoned the process can apply for inclusion on the promotional eligibility registers during this open season. **WARNING** If you do apply for inclusion on any promotional eligibility register(s), keep copies of everything that you give management including a copy of your KSA (Knowledge, Skills and Abilities) booklet, as you will know what a real pain it is to have to fill those things out after having done it once. For unskilled or semi-skilled maintenance craft employees that do not want to wait for a negotiated upgrade, this open season is your chance to advance your career and increase your earning potential by applying for some of the skilled positions in your facility.
