IT’S YOUR LEAVE!

By Larry Nienow, Maintenance Steward, National Arbitration Advocate

Recently, several maintenance employees in Fort Lauderdale have been asking me about using sick and annual leave and about the rules concerning scheduled and unscheduled leave usage.  The Joint Contract Application Manual that has been agreed to and used by the USPS and the APWU deals with several questions about leave.

One question asks: What is the distinction between a “scheduled” and an “unscheduled” absence?  The response states: A scheduled absence is one which is requested and approved in advance.  An unscheduled absence is not requested and/or approved in advance.

Another question asks: How much in advance must a leave request be approved in order for the absence to be considered scheduled rather than unscheduled?  The response states: Any period prior to the leave taken, except as otherwise specified in the Local Memorandum of Understanding.

Rumor has it that employees in the Maintenance Department are being told by their supervisors that any leave taken by them will less than seven days notice will be marked as unscheduled.  This is totally inappropriate and is in violation of our contract.  If this happens to you, be sure to exercise your right to file a grievance on this issue.  It’s your leave!
